Employment Type: W-2 or Corp to Corp, full time, 40 hours per week (approximately 2,080 hours per year)
Engagement Type: Contract, one year with the possibility of up to four one-year extensions

Position Summary

Dhaka Technologies Limited Company is hiring an Informatician on behalf of a client. The client is building a centralized public health data platform hosted in a Microsoft Azure environment, and this role leads the informatics planning behind the movement of data from existing agency systems and enterprise repositories into that platform. The work covers new and existing data feeds, data governance across agency data sources, and resolution of the technical issues that interrupt the flow of data available for ingestion. The selected candidate works in partnership with the client's program and technical staff, with priorities coordinated through a weekly project meeting.

Key Responsibilities

Lead public health informatics planning for the movement of data from current data systems and enterprise level repositories into the platform, including related data modernization activities.
Support the development and maintenance of new data feeds from existing agency data sources and information systems.
Support data governance for agency data sources and information systems, including metadata, data integration, and data quality.
Identify a migration strategy for the optional transition of existing departmental dashboards in Power BI, Tableau, and related platforms into the platform.
Work with data exchange protocols across source systems.
Monitor and resolve technical issues affecting the flow of data from systems and repositories available for ingestion.

Minimum Qualifications

Minimum of ten years of professional experience in public health informatics, health data systems, or a closely related field.
Previous experience supporting a state government data modernization initiative is required.
Bachelor's degree in information systems, computer science, or a related field, or a Master of Public Health with a concentration in Public Health Informatics.
Experience with Microsoft Office tools.
Experience with SQL, Python, JavaScript, or Azure data services such as Databricks, Azure Data Factory, Synapse, or Cosmos DB.
Knowledge of coding standards such as HL7, LOINC, SNOMED, ICD-10, CPT, and other clinical or message coding.
Two years of experience working in a public health setting. A public health setting includes state and local health departments, tribal health programs, federally qualified health centers, public health laboratories, community health organizations, and academic or research institutions engaged in population level health work. Experience limited to direct one on one clinical or long term care services does not satisfy this requirement on its own. Broader public sector or healthcare experience may be considered where the candidate can demonstrate equivalent capability.
Ability to provide technical assistance, training, and support based on applicable principles and standards.
Ability to communicate with technical and non-technical staff, both verbally and in writing.

Additional Requirements

Must be authorized to work in the United States.
Must be located in the United States. Offshore work is not permitted on this engagement.
Must be able to complete a fingerprint background check, which is required because of the protected data accessed in this role.
Work is performed within the client's secure environment on client issued equipment.
Occasional travel is expected, estimated at two trips per year to the client site. Travel is pre-approved and reimbursed at applicable per diem rates.
